Daniel A. Loveland Sr., P.E., Executive Director
Dan is a graduate of Oakcrest Highschool and holds a BS in Mechanical Engineering from Rutgers University. Dan has over 30 years of experience in Utility Operations, Building Operations, Engineering, Project Management, Construction and Senior Leadership. Dan has had responsibility for utility operations on systems with 2 million customers and construction projects totaling over $4 Billion across the US and US Virgin Islands. From 2017 to 2024, Dan’s career focused on South Jersey and mid-Atlantic coastal areas, leading teams responsible for safely constructing complex, large scale, electrical transmission, substation, distribution, and automated metering projects that required novel approaches to overcome the environmental challenges of the Pineland and Wetland areas. These projects were key to Atlantic Electric and Delmarva Power best every reliability performance. Dan has been a champion of personal development and diversity, providing utility and construction job opportunities for over 100 residents of South Jersey without traditional utility or construction backgrounds. Dan is a Licensed Professional Engineer in 8 states including NJ and past President of the Delaware Valley Association of Energy Engineers. Dan is a member of the Association of Environmental Authorities and Water Environment Federation.
Michelle McCall, Finance Manager
Michelle is a life-long resident of the Township of Hamilton. She joined the HTMUA in 2010 as an Accounting Technician. In 2017, she was promoted to Operations Specialist. In 2022, she became the Qualified Purchasing Agent and was promoted to Finance Manager in 2023. Through Rutgers University, she has obtained her Qualified Purchasing Agent Certification and her RPPS. She is a member of The Institute of Public Procurement. During Michelle's free time, she is an active volunteer as a firefighter and serves as President for the Weymouth Volunteer Fire Co. located in the Township of Hamilton.
Charles "Ken" Wagner, Jr., Licensed Operator
Charles Kenneth Wagner Jr., better known as Ken, became interested in the water industry when working on a geothermal well field at Stockton University. He spent the following eight years treating water for Atlantic City residents. After obtaining his T4 and W1 Licenses, he moved to further his career with the HTMUA. Ken is a resident of Hamilton Township and active in the community as a greeter for a local Church. He is a member of the AWWA and graduate of Atlantic Cape Community College with an A.S. In Science & Math. Ken is also an alumni of Stockton University and holds a B.S. in Chemistry.
Andrew J. Liepe, Acting Executive Director
Mr. Liepe joined the HTMUA in 1998 as a water and sewer worker. He was promoted to foreman in 2011. He was promoted to Operations Manager on July 1, 2021. During his tenure, Mr. Liepe has earned NJ Dept of Environmental Protection Operator Licenses (C-3, W-3 & T-2). He also serves as the Licensed Operator of Record for the HTMUA's Collection System, the back-up Licensed Operator for the HTMUA's Water Treatment and Distribution Systems and is the Competent Person for trenching and excavation.
